A buyer cannot upload a bad-ID list; the most they can do is run a Custom Report by Placement and then restrict the ad set to exclude a whole platform (e.g. drop Premium Partner), or — managed accounts only — ask their account manager to denylist specific publishers via Brand Suitability Controls.
